Complete Streets Policy Development and Implementation
Associated with the national complete streets movement since 2006, Pugliese is a certified instructor on behalf of Smart Growth America’s National Complete Streets Workshop program in partnership with the Association of Pedestrian & Bicycle Professionals. Through this platform, Prova Group has worked with communities to further plan, design, and implement complete streets policies to advance opportunities for all roadway users, including those using public transit. As a former board member of the Association of Pedestrian and Bicycle Professionals, Philip represented this organization on the National Complete Streets Coalition Steering Committee and has worked closely with its member organizations including the American Public Transportation Association.
Tennessee Riverwalk User Assessment Project
Prova Group principals designed, conducted, and evaluated a community research project to determine greenway usage and perception. This project included four academic classes and 800+ student researchers translating to over 1,500 man-hours of data collection. Findings have been presented to community leaders with the result influencing the continued maintenance funding during a period of budget cuts. Additional presentations and findings were shared with both lay and scientific audiences. Project Dates: 2008 – 2011.
Chattanooga Area Regional Bicycle and Pedestrian Plan, 2010 Project Lead
Following implementation of the 2003 Chattanooga Bicycle Facilities Master Plan, directed planning and development associated with the 2010 update to include a regional bicycle and pedestrian assessment. This effort was focused on creating commuter based corridors connecting the Transportation Planning Organization boundary which includes Hamilton County and portions of northwest Georgia. Project consultant was RPM Transportation. Project Dates: 2009 – 2010.
